Genetically Modified Organisms (GMOs) in Russian Agriculture (я бы так назвала)

In Russia the research concerning the possibility of use of GMOs in agriculture IS STILL IN ITS RUDIMENTARY STAGE, WHERE THIS TECHNOLOGY STILL REQUIRES DEEP AND ADEQUATE STUDYING.
Shortage of TOOLS AND devices, QUALIFIED experts, AS WELL AS THE financial conditions ARE SIGNIFICANT FACTORS THAT IMPEDE THE PROGRESS OF RESEARCH IN THIS FIELD.
IN ADDITION TO THAT, there is no strict legislative base IN THE COUNTRY.
Therefore,(тут обычно ставится запятая, т. к. это вводное слово) the POSSIBILITY of GM plants CULTIVATION in Russia HAS CAUSED GREAT alarm AMONG the public.
Scientists in Russia HAD NOT YET ARRIVED to ANY certain conclusions about THE FEASIBILITY of cultivation of GM plants AS WELL.
In my opinion, it is necessary to study this problem (ИЛИ In my opinion, this issue requires a further detailed inquiry.)
It is very important for Russia NOT TO lag behind THE FOREIGN SPECIALISTS in this area of (а убрала) science.
It is ALSO necessary to provide A corresponding legislative base and to carry out the rigid control OVER THE GMOs PRODUCTION ONCE ITS IMPLEMENTED IN RUSSIA.
ONCE THE CONDITIONS OUTLINED ABOVE ARE OBSERVED, THE CULTIVATION OF GM CROPS, SUCH AS RICE, CORN, ETC, IN RUSSIA IS LIKELY TO BECOME POSSIBLE.
