1) Если "зарождается", то это всего лишь начинает появляться (are beginning to emerge), происходит это в настоящий период времени, к тому же ситуация, которая всё время в процессе (changing or developing situation) поэтому не Present Simple, а Present Continuous.
(Хотя Present Simple будет вполне уместен при перечислении цепи событий - повествовании об уже совершившихся событиях, но в настоящем времени, так называемое, историческое настоящее, но всё равно с глаголом "начинать" - begin to emerge)

В предложении с союзом AND между двумя подлежащими (за исключением вышеупомянутых случаев) сказуемое стоит во МНОЖЕСТВЕННОМ ЧИСЛЕ. Централизация - чего? - информационных ресурсов и совместное использование - чего? - информационных ресурсов - на мой взгляд, централизацию и совместное использование можно объединить and, а потом уже of - phrase.

или
Сentralization of information resources AND resourse sharing ARE beginning to emerge.
Вот если бы Вы написали не c AND а с as well as, in addition to, together with, along with, то глагол был бы в ЕДИНСТВЕННОМ числе:

Грамматику очень любим. Это не грамматическая, а орфографическая неточность - misspelling, неуч. Не пытаюсь, а учу. В отличие от твоего, мой ответ абсолютно правильный. Одну букву поправил и уже счастья полные штаны. Куда мне с одной опечаткой в букве до твоих much people. ))
